It feels as though somthing is holding the disc on though. the disc can be moved and it only comes off a little bit then moves back to where it was. almost as if the handbrake is still on ??

The handbrake shoes will be holding it on. Rotate the disc and pull it at the same time. You may have to back off the hand brake adjustment on the lever first as people will adjust them there and then the cable ends pulling the shoes on a bit, this jams the rotor.

I agree with this. The shoe adjuster needs to be backed off. The disc probably has worn a lip inside and the shoes are getting caught in there.

ok so back off the hand brake a bit. you do that through one of the holes on the front of the rotor yeah ?.
and nah it's got standard rims and no hub adapters.

i actually disconnected the handbrake cable off the rotor completely. the rotor still wouldnt move

Yes, rotate the rotor so that the largest hole is at the bottom and then using a screw driver, turn the adjuster through that. Can't remember which way it turns to back it off, but you will work it out once you start turning it. It is a wheel with teeth on it and it will either go up or down.
