Steering getting stuck!!!

ok so leaving for work one morning i walk out to the car and find that marjority of my steering fluid is on the ground, put more in it come stright back out (no car for 4 days) the next weekend i take the car in to get it checked out the guy said that the power steering pump has shit its self and needed replacing, he replaced it, it was fine for about three days until when i drove the car cold the steering would get stuck about 3 inches from stright on either side when you turned it was like the power steering would cut out fo that one part of the turn but only when the engin is cold so i took it to a steering joint and they said to bleed the system and put a magnetic filter in so i got that done and it worked for about 2 weeks now its doing it again need help thanks.

If it aint the pump then its the steering rack.

What sort of pump replaced the old one, a reconditioned?

and the rack has been looked at and he said it was fine but i might get a new one anyway
