pulling apart dash

ok on the passenger side of the dash, theres a round shape panel sittin there thats usually where the passenger side airbag would be isnt it? im pretty sure mine has no airbag coz it would say so if it does wouldnt it?

im just wondering how 2 remove this part coz i wana spray it to match the rest of my interier.....
