Get a good quality touch up paint (preferably from pannel beater) and dab small amounts onto the chip with a cotton wool bud or end of finger making sure blob is higher that surface of pannel.
After about 1/2 hour, wet a rag down with a little prepsol and very lightly rub the top off the blob. (very very lightly)
Should leave you with a nice blended in touch up.
Give it a hit with polish after paint has fully cured to blend it in fully.

Failing that, chips away do a good job

prepsol cleans paint work without damaging the paint, like bugs, grease silicone, tar and lots of other things

you can get prepsol from supercheap, autobarn ect but its cheaper to buy from some sort of auto paint place like PPG as they fill up a 5 litre fuel tin for you for 1/2 the price

The bumper is a different colour because paint will look different on metal than it does plastic. Look at every car you see, at certain angles you will notice that any plastic parts are a different shade.
