ADR stipulates rules to the design of headlights suitable for cars in general. So if the headlamp manufacturer claims that their headlamps design is ADR approved, the manufacturer would have to show either a compliance registration or test certificates stating approval for the headlamp.
Holden on the other hand will recommend whether the headlamp will be suitable for use on the VT models. It will then be up to the installer and owner to adjust the headlamps to suit driving conditions within the road rules. I have found that if you stick to the original headlamps, the service manual will give a good guide and tolerance to adjusting your headlamps. But if you decide to use after-market components, the guide may or may not be of any use.
There is not a difference in headlights between series 1 or 2. Its only in the rear lamps which is mostly cosmetic.
