Looks like it turns off all interior lights, but when i press it nothing happens at all?

haha, naa its just the button for the cops to kill all lights inside the car
youll find its disconnected now anyway, just wire it up to something of your choice / ignore it / get a clean dash from a wreckers or ebay

only issue is ive got a executive bumper, with no sockets for them.

yes your vehicle has a light cut off switch it is used in covert mode or when they are doing a speed camera or radar gun it is probably disconnected now but it might not be unlock ur car ur lights inside should turn on hit the button and they turn off.
