No the rear number plate lights must be white. Same as parkers and headlights.

Vn2nV is right, all exterior lights must be "regulation" australia wide, the regulations state that
a vehicles exterior lights must of of these colours
White , Pure white (reallly light white which appears as blue) or Yellow (driving light yellow) any lights that are not these colours will cause for police to defect the vehicle for non regulation lighting (my mate got done for it a few weeks ago)

Thats almost exactly what is stated in the ADR's ^^^.

Every light is listed in ADR's as what is allowed and its really as simple as above, plus red for tail lights and brake lights, orange/amber for indicators and red for reflectors.

inside can be any colour, as long as it doesn't flash, and has no effect on yor driving ability. (ie. my aerial flashes, so while driving it's illegal to be on)

Straight from the QLD transport modification guide

Blue lights are not allowed on any vehicles except
emergency vehicles (for example police, fire and rescue,
and ambulance). Red lights and reflectors must face to
the rear. White lights and reflectors must face forward.
Yellow lights are not permitted except for clearance
lights on goods vehicles and buses, and indicators and
    fog lights on all vehicles.

With the exception of indicators, flashing lights are not
permitted on any vehicle, except special vehicles for use
in hazardous situations (for example tow trucks) and
    emergency vehicles (for example police).

    yeah exterior lights,

Red lights and reflectors must face to
    the rear.
Doesnt say that they it has to be brake lights? I suppose when you fully get into the ADR's it will state that you cant do it, that guide to me seems a bit grey in some areas

What lightning said is correct. They are only guidelines that you have posted, it is not a legal document so yes it will be grey in some areas. It is stated elsewhere that no red is permitted on the outside of a vehicle except for the tail and brake lights.

You would get defected not fined as such. But of course you must pay to have the defect removed.

Using red or blue lights can result in a fine though as it is a seperate offense.

interior lights for example instrument cluster, and AC buttons and so on and so on... are not illegal but if a cop is having a bad day its not the best thing to have.

First thing I do when I get pulled over is turn car off and turn lights off (before I had the neons on, havn't been pulled over with them on, so not sure what id do in that situation) just incase you get that "bad day" copper...
