It is called a wheel stud and can easily be replaced. They are pressed in and you can try tightening the nut to fix it but if it won't go back in properly just get a new one for a few bucks.

The stud is connected to the hub, which is behind the disc rotor. You will have to remove the disc to replace it. Try pushing the stud in a bit while tightening the nut and it might go back in ok.

take the wheel off. look to see if the stud comes fully into the hole. is so put some locktight on it and do it up. might hold it or its a new stud. think you have to undo the brake caliper. by the sound of your description find somebody to do it for you.lol
