gday mate. the 19's will be fine!! as long as the load and speed rating match or exceed the speed and load rating on the tyre placard. there is no such thing as a 1 or 2 inch difference as many people seem to think there is!! It works on rolling diameter of the original size tyre. you are only allowed a + or - 15mm. so a 205/65r15 is about 645mm or thereabouts. the 245/35r19 is about 12mm different and the load and speed rating is about 92H on tyre placard, you should a tyre that matches or exceeds that!! (victorian rules) this info is actually on the vicroads website!! my wife and i have a vt acclaim wagon and has 19" speedy cross 5's on it and have had no problems!! hope this helps mate!!

s/ss have up to 17"s on there so you can legally run 19"s

There is no such rule "2 inch"
Diameter will be the same as steel rims so it's not a concern for your speedo. If they're Holden rims, you won't have a problem. If not, they might check the ratings on them. I used steelies when I went over the pits because my wheels weren't ready and it also factors in how they look at a car. If you drive in with 19's on it, there may be nothing wrong with the wheels but if they are wankers and they see the wheels it might make them more strict on the car. They seem to think that everyone with a nice car is into hooning and being stupid.
i'd recommend using a set of steel rims to go over, then whack your rims on afterwards. Also, even if it's a way out, use the Midland pits. Have the car squeaky clean inside and out and even wear nice casual clothes and they'll be much less rigorous and picky.
