Im thinking of getting driving lights for my car and i just have one quick question:
Is it possible to hardwire daytime running lights to the parker lights, so when you turn your parkers on they come on and when you turn your headlights on they are still on because the parkers are still on and without a fuse blowing or something. Or do i need to get the whole kit with the relay and everything?

No, it is illegal. Driving lights have to be wired so that they only activate when high beam is selected. You will need a relay wired to activate from the high beam 'active' wire.
You should reword your post so you don't get the standard 'its illegal' crap as above!
I think you mean daytime running lights!

Also keep in mind that the head lights and parkers and etc are all negatively switched. I.E. They have constant +12v to them all the time and the switch allows earth through.
It shouldn't be too hard to tap into the wiring that goes to the head-light to get it working but bear in mind you may require a separate switch to turn them off if the police believe they are fog lights

Running driving lights (Fog lights) in any weather except adverse weather is an offence. Keep this in mind.

Pasted below is an explanation as a lot of people seem to get Fog / Spot / DRL's mixed up . . .
Daytime Running Lights
Daytime running lights (DRLs) may be fitted to the front of a vehicle to increase its visibility to other road users during the daytime. They should not be confused with driving or fog lamps, which although similar in appearance are not designed for use in clear daylight conditions and are more likely to cause glare or annoyance to other motorists. These are around 1000 candela output. (Brighter than park lights but less than low beam output), they are designed to accentuate the front of the vehicle. These illuminate when the vehicle is running, hence the name, running lights. Similar to the Volvos you see driving around with their park lights on, same principle.
Fog lights and Driving lights
Fog lights are designed to improve the visibility of the road directly ahead of the vehicle during fog / rain. To work effectively these lights must be fitted with the specified globes and correctly aimed. It is now illegal to use front fog lights during normal weather conditions, as of June 2008.
Driving lights / Spot lights are fitted to provide more light, particularly for when driving in country areas. These lights are wired up so that they switch off when low beam is selected. Driving lights are designed to supplement high-beam headlights. The light output is intense and projects well down the road.
