Yes, ridah is correct, both fans will come on when you turn on the A/C and they will stay on until you turn it off.

all holdens that i've been in have large amounts of heat coming from the bottom of the car, depending on how they are driven / what options are enabled (eg air con)

Correct!, the fans draw in air from the front of the vehicle, picking up heat from the radiator as they go, this air has no where to go once in the engine bay, except out the bottom and this is what you are feeling.

Yea, couple of times i've gotten out of my car with the engines off and felt the heat as i've gotten out! Don't need the fans on to feel it!

Some of the criteria for the fan switch on, for VT and VX at least, is in immortality's how to on fitting a fan over ride switch in VN-VP.

In during either VT or VX production (I can't recall which) the fan operation was changed from both fans having two speed operation, reflecting cooling requirement, to one fan operating under conditions of low cooling requirement and both operating under conditions of high cooling requirement. I don't know what VY or VZ are meant to do but can't see why they would be very different.

so is there anyway that i can make fan work continuesly?
yea by pass the automated circuit and hook them up to 2 switches in cabin preferably somewhere near your steering wheel or on your door. why would you want them to work continuesly anyway?
On the look out for my new VT 98
