Throttle Body

Hey guys took out and cleaned my throttle body today and since driving it after have noticed that the throttle seems to stay open for a split second once i release pedal. I noticed cos its a manual and when i go to change gears and press the clutch the revs pretty much stay at what they were until i engage the next gear, unless i change real slow. But when i have it in nuetral and just bring it up to revs and release pedal it goes down straight away ..
Also was wondering if anyone knows what hose is dirctly below the join to the plenum? it is in two pieces one curved bit that goes onto the join and then a hoe which we put throught the manifold to another hose we saw was open. Logic says weve puot it back in the right place but does anyone know exactly what that line is? i didnt have time to follow the line and check
