Well from what ive gathered, if your on a budget you can get things like sport exhaust (headers/hiflow cats/bigger pipe), spark plugs, ignition leads, lol premium 98 and octane booster? hiflow air filter.. I guess when you add all them up youd notice a slight difference, but like they say dont expect neck breaking torque.
On the other hand if you got a money tree in ya back yard, you can go forced induction, tune, roller rockers, cam piston valve packs ect.

V6's are very limited without FI. But as said above, high ration rockers should make a difference as well as changing your diff ratio to maybe 3.9:1. That'll give more low end torque.
