I just got some new wheels and tyres for my car (235/40R18). After getting them fitted and started driving at around the 40km mark under breaking and accleration im hearing what sounds like rubbing under the guard and slight vibrations... (I dont know if it would matter but i did get a cheaper brand of tyre.) Any one got this issue?
They could just be a noisier tyre. Whats the tread pattern like?

yeah, some cheaper tyres have absolutely shocking road noise like a humming sound

If anything the new tyres should be less noisy than the old ones unless they are below average quality as many of the cheap import brands are.
The tyres are the correct size for an 18 x 8 inch rim and the correct tread width for the car so there should be no rubbing noise at any speed and no vibration at 40 kph or so if everything is properly fitted and balanced.
There could be an issue with the new wheels especially if they are one of the cheaper made in China variety. I hope the wheel centres on the new rims are not rubbing on the side of the brake rotors in one spot and creating the rubbing noise you can hear.
I would return the car immediately to the tyre/wheel dealer and complain that there is a problem and have them check everything - tyres, the wheels and fitment to the hubs.
Never ever buy cheap tyres. The 4 little patches of rubber on the road are the only thing separating you and disaster. (It's like buying a $50 crash helmet. ) Furthermore, apart from poor performance they are often poorly built with sloppy quality control and as a consequence will have heavy spots making them hard (sometimes impossible) to properly balance.
Cheap wheels are also a problem and can be slightly warped or out of round or badly balanced right out of the factory.
With wheels and tyres you usually get what you pay for.
It may sound silly but check what pressure the tyres are at,I have had tyres fitted and for whatever reason they have put to much air in them which resulted in lots of noise,once i check the pressures and set them the correct psi they were fine and still are.
Probably just crap tyres. +1 on not skimping on tyres. They are the single largest performance/safety improvement you can make to a car. Why people spend money on exhausts, springs/shocks, intakes, etc and then buy crappy chinese tyres I don't understand.
The wheels i have are actually genuine VY SS 18's. So the fitment should be spot on. It's almost like a slight vibration when around the 45km mark.

I had some bloody Wanlis originally on my Berlina... Sounded absolutely horrible. Like a constant diff whine. Also when slowing down, sounds like your brakes are running metal on metal. Then I got some Kuhmos. Better, definitely quieter but eventually developed lumps and became slightly noisy and vibration. Now I have bridgestones.. Super quiet, no vibration, handles great... I used to have bridgies on my VS. Don't know why I went away from them but I know now that I will be staying with them.
