I use a Electric Buffer with a Lambswool Pad with some fine grade cutting polish

there are kits you can buy from autobarn or supercheap which will clean up the headlights for you ive never used them but i hear they work

failing you have these just try some polish and a rag and a 1/2L of elbow grease

There's no long term solution to this problem, what you're seeing is a breakdown of the polycarbonate lens (basically the clear coat peeling) for the best result remove the headlights, rub the lenses with 1000-1200 wet sandpaper & high speed polish (as has been mentioned) & give them a smothering of baby oil every few months (basically sunscreen).
Use caution though, trying to get oil from a baby tends to upset the parents.......

It is much much easier to buy new headlights. What has happened is the UV coating on the plastic has worn away, and the plastic underneath has oxidized. You can sand and repolish the plastic but you will need to continually reapply a UV protectant (such as 303 Aerospace Protectant) or they will just end up like that again.

Aftermarket reproduction headlights are reasonably cheap. The weather seals and mounting lugs on the aftermarket headlights are sometimes a poorer fit then the genuine headlights - other then that you can't tell the difference.
