If you have the manual that comes with the car the correct amount should be in there somewhere.

Don't just top it up, drain it out and refill it.

Shudder will most likely be there with new fluid too.

Rack or pump is gone Im guessing.

I’m not sure about that.. the power steering is fine with anything over 10 km/h with no sound

I know the VY's had to common fault with full lock shuddering..

I'm going to say it's probably your steering rack. Very common, even if already fixed.

Power steering isnt under as much load once moving so issues with pressure arent as obvious.

If it's been "done" by Holden then it has the revised power steering hose that is routed behind the radiator and secured to the square section behind the bottom of the radiator. This was a revised hose to get rid of the shudder and was only fitted if the owner complained while the car was under warranty. Mechanic friends of mine said even with this hose VY's can still shudder. Hose and bolts etc costs about $150 from Holden. Mine doesn't have the revised hose and had shudder. I replaced the fluid a few times. I just used Castrol or Valvoline Dexron 3 and some Nulon additive. The shudder went away and I only noticed it after about 12 months so it probably needs new fluid again?
The shudder does notr mean that either the rack or the pump are stuffed. From what I understand the rack was revised in the VY along with the front geometry, it's similar to the Monaro, this is why a VY steers and feels a lot different to a VT/VX to drive and they do not get shudder so I assume the revised rack doesn't match the pump properly and the issue is probably the pump is n't supplying enough pressure or fluid at idle speeds when parking the car etc.
