They can tighten it from inside the cabin, but that is a very dodgy way of adjusting the handbrake. The single best option in all cases (IMO) is to do exactly what they said and adjust the thing properly. Ever noticed how the hubs on your rear discs are much bigger than the front ones? That's because the rear discs house the handbrake assemblies which are minature versions of the drum brakes found on older cars. They can only really be adjusted properly by removing the rear discs.
Edit: This is (or at least should be) part of standard vehicle servicing. My car has been in for 2 services at Holden now and both times they've said "Your brakes are at xx%." Neither time did they remove the wheels, so exactly how did they determine the current state of wear of my brakes? I could tell that they weren't removed because none of the dust on my wheels was displaced by either human fingers or machines...

Dealers will tell you anything to get out of warranty repairs. If you make enough noise about the problems you're having they will fix them. Ring head office if need be.
