hazard lights inoprative

hi guys when i press in my hazard lights switch, no lights flash but the relay noise is there click click click click, but no flash, i tried changing the fuse , the relay. nothing works. any ideas

check the wiring to the lights themselves, or even the switch (indicator stalk), bulbs, anything electrical. Details bout the car may help people diagnose aswell
