Handbrake Issue

The handrake in my VZ only grips right at the top when it is pulled up, is this supposed to happen? It's really quite nerve racking when attempting a hill start and it is not pulled on hard enough.

Any help would be greatly appreciated.

pull the large circular flap back under the seat, and theres a nut which you can tighten to shorten up the handbrake line. i think the nut is a 9mm one. put your car on a flat piece of land, lower the handbrake lever and pull the flap up, you'll probably see the handbrake cable is loose.
