There is an option that can change the time, its in the menu that comes up before you start your car.
I don't have my manual in front of me but you need to activate the menu function before you start the car then go through each feature until you find the one you are after.
Mine are set for 30sec unless i open the door then they turn off.

As Surfwagon said. ^^ Turn the ignition to on as usual, wait until the "Holden System Check: OK!" disappears, and then it displays the option for entering the customisation menu by pressing up or down. First two screens have instructions, then after that it cycles through the options you can set.
FYI, the option you are looking for (can't think of the name at this stage) applies only when the ignition is turned off. Someone correct me if I'm wrong, but the automatic light control timer starts from when the ignition is switched off, not when the car is locked. Hope this helps you out a bit.

Have the manual in front of me now and the section you are looking for is "headlights off delay time" adjustable from 0-180seconds I believe from when the ignition is turned off and door opened, pages 1-27 & 1-35 in the manual.

Have you had the standard stereo replaced with a different one? I read somewhere that can stuff up the options you have available.
