Looking through here i noticed theres no DIY on how to (very basically) buff out any impurities and re spray rims, most likely a matte black. just wanting general advice, techniques, quality paint brands etc, as id much rather try it properly than waste $8 on a can of black spray paint that will just chip off and fade. any help would be wikid.

Are you doing this with tyres on or off?
If the tyres are off give the wheels a good scrub in acid and let them soak for a few mins before rinsing off, and keep repeating until you have what looks like a good base for a primer.
Clean the wheels down thoroughly with some thinners or similar before priming. You'll want to use a self etch primer for steel. Most self etch primers will dry quick, but this doesn't mean it's ready for paint. It has to go thorough a chemical release process which can take a few days. If you apply a top coat before this process is complete you can wind up with what's reffered to as an orange peel effect.
Other than that most cheap pressure pack paints are much the same. The Kill Rust range i find works well with all things steel and metal.
