shortend shocks wont drop the car at all, they are shorter to trap a lowered coil, and because they are shorter they will give you more bump travel as well.

Correct, the height of your suspension is determined by your springs.
If the shocks are too long they will go solid before the spring compresses fully and may allow the spring to fall out when fully extended.
Shorter shocks just give you back the travel lost when fitting shorter springs.

Will only drop more if your currently at the limit of your shocks and their sitting on the top of the shock.

Its only going to lower the car more if the shock in it is already fully compressed ( like sitting on the bump stop) because the spring is super short.
