Yeah, you should never do them up too tight. I only tighten them until it stops. Once you can't see the seal, it wont leak.

You can try removing the rest of it with an oil filter remover maybe, but you could end up damaging the the housing as well.

I have come across a few of these filters that were very tight to undo, but this has never happened.

i didn't tighten it up i only just got the car 2 weeks ago, i've been doing my miss's car for a few years now and have always tightened to 25nm like the cap say's and have never had a problem. the ar$ehole i bought the car off said his mechanic did all the work on his car. but i could tell today that someone had tried to remove it b4 and had slightly rounded the bolt which lead's me to think did the filter even get changed on it's last service?

I have never removed the whole housing so i'm not sure if it is easy to do or not.

I would try using something like this to get it off:

Only thing is, being alloy, it might not grip well.

I'd recommend a cat type filter strap I use mine everyday and will hand my 1/2" breaker bar with a pipe on the end! (yes I've had filters that tight)

If that doesn't work I'd go the chisel and hammer to shock it free at worse case scenario.
