Hey guys just curious I had r15 rims before I put R19s on, just wanted to check but that's not legal is it ?

its legal, as long as you got the right tyre size too

depending on the state you are in,technically the cars are suppose to stay within a certain size of the original,best to check with rego or department of transport in your state

It usually the over all diameter they look at not just the wheel size.
Most states only allow 15mm overall diameter change taller or smaller.
Wheel width is usually restricted to 1"/25mm bigger than the largest option wheel for your model as shown on the tyre placard.
And most importantly the load rating of the tyre can never be anything less than that shown on your tyre placard.
