Strange noise

I have a noise which has been plaguing me for a while.
It is a cyclic 'woo' coming from the front end.

Some details about the car:
-Both front bearings have done <10K kms since replacement.
-The car is 8 years old and has done ~137K kms
-The tyres are 2 months old.

Here is what I have been able to determine so far:
-It is speed dependent and the noise increases with speed.
-Coming from the front end somewhere, I seem to think more on the drivers side but my friend can't pin point it further than the 'front end'
-It doesn't seem to change much when turning at speed.
-Non metallic sound.

Any help would be appreciated.

my guess is the tyres are noisy , I realise the tyres are new, try a mates wheels on the front and listen for a change in the sound,

Id be thinking tyres too, aligned and balanced properly? Could be bearing even if relatively new or warped brake rotor. Does it shudder under heavy braking? Jack up and spin the wheels see if you can hear it then.

Also have you checked the wheel nuts since the new tyres were put on? Could be loose.

I agree Tyres.

On the outer edge where the water sprays out you will most likely see the front(leading) edge is wearing lower then the rear(trailing) edge, or visa/versa, bit hard to explain, but I had the same problem on the rear of a VT wagon some years ago which sounded like a bearing/diff noise, and as soon as we changed the wheels from front to rear- rear to front, the noise went from rear to the front.

Swap the wheels front to rear and see if the noise goes to the rear.

on some road surfaces , my tyres go Whoooooooooooooo, as well .

Are they directional tyres? If so, these are common place for making the noise you describe

Outside of tyre rubbing on the guard or inside rubbing against the strut.
