Probably a frequently asked question, I don't know what to type to search for it,

What is the velcro junk on the passenger side belt buckle? Does every VZ have it? Best way to remove it?

It's to stop the buckle rattling against the console when the seat is unoccupied.

That's what I thought. A similar material on the console would have been neater IMO. OP has asked best way to remove tho :)

I would be inclined to gently pull the Velcro to remove it. Any residual glue etc can be removed with a rag and Turpentine or if very careful Thinners. Good luck.

use an enviro safe product, eucalyptus oil based stuff you can by it for removing glue and should not be a problem for the plastic

I'd be inclined to keep it on there myself. Won't the buckle rub on the seat otherwise? If you were to take it off, how about gently heating it with a hair dryer and peeling it off?
