I would think so.
The alloytec pressure cap is 120kpa. Boiling point is raised from normal 100c to about 104c - 105c (Celsius).
96 is just below boiling point.

When about 50c or less is probably safe to release the cap.
Once you break the pressure seal you lose the vacuum recovery process which sucks back any overflowed coolant in the overflow tank.
