V6 Alloytec (175 kW) RH Cylinder Head

Hi, I am overhauling a spare engine for my VZ Crewman.
While disassembling the heads, I found that there was no M8 bolt on RH head. There is NO HOLE in the block for the bolt!
Is it a modification to the engine or a f**k up of engine manufacturer?
Getting close to putting it all together and do not know what to do with this ... Please help.
