Low hum coming from behined my seat area please help ????

Hello lads I've just got a 2005 vz ute and it's got a low humming sound from just behind the seats.

Is this my fuel pump ?? And how do I fix this??

Also my fuel gauge moves up and down at will ??

Any help will be awesome.
