Default 9C1 Commodore Wiring question

So from what I gathered, the Interior Light Blackout switch normally kills everything except the back lighting for the speedometer. This is normally controlled through the BCM, and the cars are re-programmed before they are sold to the public. Is there any way to reverse this, physically? I would really like to kill all my lights inside the car except for the speedometer, and I have the interior light blackout switch from a 9C1.

By the way, my car was never a police car.

I know someone who has some tuning capabilities stateside, but he needs a VIN # on a 9C1 to look up what they came with.

mine is a 9C1. But it had the blackout switch still in it when i bought it from the police auctions, and it works without a problem. I think its wiring thing they do in the fuse panel under the steering wheel - mine is definitely different under there.

So when you press it, all the lights go out except the speedometer? I've seen different stuff in different places, and other posts on here led me to believe it was in the BCM. Do you have pictures of your fusebox?
