Towbar removal.

For my vz sv6 the towbar is attached by two bolts, but then it also looks to go up behind the rear bar and is welded to something.
can a panel beater remove it?
should i take it down to where i brought the car, a holden dealership and get see if they do it.
or is there an easier fix. like a few bolts to remove.

you have to take the rear bar off, and reo bar, im assuming it has the 2100kg kit then with the extra brackets, it all unbolts
