I just went and checked the tyre and it has '1513' written on it.. so early April 2013, which really isn't that old. Although, after reading through that link I'd be leaning towards the tyre not being balanced correctly.

That's what it seems like to me, too. The tyre is a Hifly; cheap & nasty I believe. That's a good point, I'm actually not sure on the age of the tyre. Either way, I'm going to get a couple of new tyres tomorrow hopefully and go from there.
