How much will a puller cost? And where can I get one? Autobarn or supercheap?

I know this might sound stupid but I can't manage to get my steering wheel off it's mount. I have taken the horn plate off, as well as the main steering shaft nut, but the wheel won't budge. Is it attached somewhere else? My car is an 88 VL Executive commodore. See photos attached.

Thanks for your answers guys. I am doing it partly for looks and partly for functionality, as well as for security. I would have a kill switch as well as possibly a hidden override switch so that no matter what you did you couldn't start it. I will let you know how I go. So it is the purple...
