Wrong. the 304 has a notoriously low pressure idle. Mine is 5 PSI, and can be lower. The repair manual states approx 5PSI at idle and 35 PSI minimum at 2000RPM. 15-20 PSI on cold idle maybe, Not hot.

Sounds like your pump pressure is low.. and the pump itself is lubricated by fuel, so if someone poured water or something in, its probably seizing slowly. Sure you turned the pump on and fuel came out at idle revs, that doesn't mean you're getting good pressure at speed or under load now does...
