It could possibly be the CAS (crank angle sensor) There was a whole thread in the VT section with several ppl having similar problem. Search that forum and see if your problem matches.

What im saying is I reckon this behaviour is fairly normal. My car only goes to 3/4 if its sitting at lights on a stinking hot day. Otherwise sits on half everywhere. If you search threads most ppls cars sit about half.

when you pull up on the shiftlock on the t-bar does it feel loose? might be shift lock pin stuck / jammed you may have to pull apart the console around the t-bar to get to the release mechanism. pretty easy job as its just clipped together. might need a phillips head once you get in there.
