“Hypothetical” question

Hey guys and girls, I got a “hypothetical” question for ya..

There’s a guy driving down a 50km road at lets say 80km, on the side of the road(footpath) he sees a bright light shining at him and follows him as he goes past, which looks like its coming from something someone is holding. No flash, just constant light and a cop doesn’t follow him. Speed camera or what?
