2000 vt low speed fan fault

when i start my car both fans come on when engine is cold it only happens sometimes. so i checked the computer and it came up with code 92: low speed fan fault. any suggestions on how to fix this?

I seem to recall that changing the low speed fan relay fixes it.

I removed the relay and the fan closest to the battery was still going??
