2002 vx commodore handbrake issue

Hi guys I recently brought a 2002 vx commodore now I've just done a bunch on work on it and noticed that the handbrake isn't doing anything it feels hard to pull up from the car like maybe 4 clicks if that yet with handbrake up car still keeps rolling help please

Cables seized/rusted from handbrake the the back wheels ?

Maybe the cable been over tighten from within the car and not adjusted from the rear. Also have a look under the car maybe the cable was broken and tied up. You will need to go over the hole lot a non working handbrake is a roadworthy issue.

I've checked the handbrake difficult to pull up yet the rear cable only moves a slight bit but dosent do anything

As per comment #2,
Cables to the back wheels seized/rusted I am guessing,
I have seen this once before, got a set of cables from the wreckers, and lubricated it and installed it,
Adjusted the brakes and worked correctly.

PS: Does the car look as its been in flooded waters ?, because that's when water could seep into all the under body fittings, and if not dried out correctly, rust could set it.
