2003 VY Commodore Wagon Executive - Thermo Fans only on with AC on

Hello - this is my first post
I'm so frustrated as I've seen two different auto electricians and neither can find my issue. One suggested replacing the fan assembly - but it works with AC on so it can't be faulty. Both said all sensors and relays were working as expected. I'm happy to have them on full time as it's getting warm in QLD now. Help ?

I am sure that is normal.
Where does the temp gauge usually sit, mine sits just over 1/4.
In all honesty the air con should always be on with the heat/cold controlled by you.

yes just around 1/4 is mine too

actually i never have the air con on as I leave for work before 7 am and get home after 8 pm so I dont need it on

but my fans won't come on no matter how warm the car gets unless I switch on the air con

the radiator fan used to come on around 1/4 but now the temp keeps creeping up
