Changing the placard is a silly idea. It doesn't change the legal limits of the car, and if you ever have an accident you are toast with both insurance and the law. You may even find yourself with extra charges on you for the deception if you go to court for the accident.
Sounds like you are caught between a rock and a hard place. Keep the wheels and take your chances, or get rid of them. I'd be getting rid of them, if nothing else just to make my backside hurt less than 22" wheels would.
Its a shame though, they really suit the car.
