98 vs statesman 5.0ltr

Hi my 98 statesman climate control lost power ,so i went to the fuses and found there isn't any power to the fuse under the bonnet.i have replaced the climate control unit for one that was tested and works fine. So wondering if there is another fuse that might be causing the problem or maybe something else. Thanks.

Fuse 17 and 9 on vr statesman don't no if they are the same on vs.

VR wiring, VS should be the same you would think..
