According to the book, you loosen the idler pulley locknut and move the pulley in/out to increase or decrease tension. If you've been doing this you may have the wrong belt.

I use a piece of rope wrapped around the base of the power steering pump pulley. You can take up the tension with your left hand and pull the rope to the left while tightening the top bolt on the power steering pump cradle with your right hand. Then let go of the rope and tighten the other two bolts. Easier if you have two people, one to pull on the rope and the other to tighten the bolt. Others have said that you can take up the tension on the belt using a large screwdriver but I've never been able to work out how to do that.
