Just another thing to add. I get a CEL for 30-40 seconds every time I drive. I get this pretty much anytime I sit on 2000 revs and normally happens while speed is around 60kph. I don't know if this is related to the O2 or if it is the valve body playing up. I was getting codes for the valve body but they have not come back in months.

As soon as that CEL comes on, a code is logged and will be there until you disconnect power to ecu by disconnecting the battery. CEL is a sure sign something is wrong. You should very rarely see that light on.

If it just sits round 450mv even driving around its probably not getting a reading at the ecu they display 450mv until the o2 comes alive and starts making voltage

So i just had a reading of over 900mv, then it dropped to below 200mv and now its back to sitting on 450-460mv. Still not going into closed loop. I now have a code back that i cleared the other day, but since going for a long drive, i now have lean under load. Any ideas?

So after letting car sit to cool slightly say 30 mins, once started the 02 goes up over 800, then 2-3 mins later it drops back down to 450 and hovers around there. Is this suggesting signal wire? Or heating wire? Or faulty 02 sensor. 02 is newish and it had the fault before I replaced it and it didn't go away with a new sensor.

The sensors don't like coolant either so it may be dead from your inlet gaskets or loose connection on o2 sensor
It should idle in the 800s and switch vigorously low and high in closed loop can you close up the connector pins on the loom plug that might help
