Sounds like you might have a partially faulty fan speed controller. To replace:

4.15 FAN MOTOR SPEED CONTROLLER

REMOVE
1. Disconnect battery ground cable.
2. Remove the wiper arms, plenum water deflector and remove the two screws securing the speed controller cover.
3. Unclip the harness retainer and unplug the two harness connectors
4. Remove the two screws securing the speed controller to the heater/evaporator case and remove the speed controller.

REINSTALL

Reverse removal operations.

Commonly called the "Fan resistor" which on Holden's seems to be in the most stupid position service wise.

Commonly called the "Fan resistor" which on Holden's seems to be in the most stupid position service wise.
Yeah especially when the wiper plenumn is easily cracked when removing it.
