Same thing happened in my old VX. For me it was the heater box switch (Under dash can get to through driver side) if so there is no real quick fix and is SA it can cost upto $1300 to replace

This condition is caused by a leak in the vacuum circuit/system/lines etc.
The test is with a vacuum gauge.

It is hopefully an easy fix, like the vacuum manifold behind the ac switches/buttons/dials, the Vacuum tank, the vacuum check valve under the bonnet or the actuator near the drivers footwell.
If it is one of the other actuators, it involves a full removal of the dash assembly, steering column, wiring, and then HVAC to repair them.
