Could also be a kinked vent line of some kind. I had issues with my VL after i had the tank out and kinked a line putting it back in.

i love my Vl running straight gas research Turbo setup 12psi daily, top mount 35/40,

basically 50 odd litres gives me about 550-600k's a tank and costs me about 40 bucks to fill :)

Why don't you create a myride thread and show us? I for one am interested in Gas Research. A mate of mine used to drive a Turbo Cortina using the 250Xflow motor running Gas Research.

Pull fuel pump out and see if the short extension and filter sock are still attached to the end of the pump. My old VN has the same problem. can only use about 54 litres from a 63 litre tank.

Probably the fuel line between the low pressure pump (internal) and the metal pipe on the assembly, have run into this before and could never use the last approximately 15 litres of the tank.
Alternatively the low pressure pump is dead and not sealing at the top.

Those are my guesses.
