As has been mentioned already, the phase IV wasn't banned. It was dropped. And 4 weren't sold. They most definitely could not do 400km/h. They couldn't even do 240km/h. The "Supercar scare" was started by a photo published in Wheels of an XY Phase III speedo sitting on 140mph ~ 225km/h.
As for their claim to be fastest production car ever... well this was true until 1989 when the record was beaten by the VN SS Group A... Look around mate. Current HSVs (and even FPVs for that matter) are running 1.5 to 2 seconds faster down the quarter mile STOCK. Even the best GTHOs couldn't run better than a 14.5 (stock, that is...).
