Backfiring Noise Test

Hi got a letter for my car to go for a noise test so i went today and it hit 87-88 decibels when reving to 4k then 91 when you back off when it makes a popping noise.
i was told 1 decibel is not much but would not pass me so my question is can a tuner reduce the backfire a touch is that possible. I dont want to lose the popping noise so can they reduce it a touch.

Dont they test you at 75% of the effective engine rpm?
The tuner will also be able to choke the **** out of it with the tune
