Both fans start at same time

    On my caprice both fans start at same time even with the ac off. One fan should start first then the other, am I correct? How do I fix it.

    Both fans should come on together, first at low speed and then on high if the temperature reaches 104 degrees.

    I thought 1 fan came on at low an two came on at high???

    According to my manual, if you turn the A/C on both fans should come at low speed, which mine do. They also both come on at low speed without the A/C once a certain temperature is reached. If the temp reaches 104 degrees both fans will operate on high speed. Mine doesn't get that hot because I don't think I've heard them on high speed.
