Can anyone tell me what this wet tissue like substance is in my radiator ?

What does your engine and transmission oil look like?
Has the car ever had a coolant change? If it's not oil in the coolant it could just be the left overs from the holden radiator additive.

It needs a proper good flush out and the green coolant replaced NOW.

Your inlet manifold is rooted, needs changing & the whole system flushed out

As above, sounds like the intake manifold. I Recently changed the gasket on my VY for the same problem.

I have only just done my coolant about 5 months ago.

Does this mean I have done a head gasket?

As others have already posted, it is more likely to be the inlet manifold gaskets. It's a common problem and easily fixed. Search for v6 valley gasket or v6 inlet manifold gasket.

Before you pull it all apart and replaced the gaskets just check that the inlet manifold nuts are not loose. I had a bit of oil in my radiator years ago now. I found the dome nuts holding the inlet manifold down were all loose. A quick tighten up and several years later no sign of any oil in the coolant or coolant in the sump.

Looks like one of the plastic intake manifold gaskets has cracked and is leaking oil into the coolant and will get worse , these get brittle over time and I've heard they should be replaced at 150,000Ks ... I'd recommended you buy a pair of the aluminium ones you can get from Mace Engineering for about 95 bucks ... why the hell Holden never fitted them instead of the plastic ones (like the in the US Buick V6) is beyond me ... as said above, its a common problem and easily fixed but I'd go for the aluminium gaskets especially if your going to keep the car
